Ordinance No. 52/2020 of the Rector of TUL of 9 October 2020 on the introduction of an obligation to measure body temperature persons entering buildings located on the premises of Lodz University of Technology, in connection with the prevention, counteraction and combating the COVID-19 epidemic

Pursuant to Article 23 (1) and (2)(2) of the Act of 20 July 2018 – Law on Higher Education and Science (i.e. Journal of Laws of 2020, item 85, as amended), § 14(1) and (2) of the Statute of Lodz University of Technology- Resolution No. 88/2019 of the Senate of Lodz University of Technology of 10 July 2019, § 1(1)(1) and (2) of the Regulation of the Minister of Science and Higher Education of 30 October 2018 on the method of ensuring safe and hygienic working and educational conditions at universities (Journal of Laws of 2018, item 2090) and Article 207 §(2)(1) and Article 211(7) of the Act of 26 June 1974 - Labour Code (i.e. Journal of Laws of 2020, item 1320),

in connection with the prevention, counteraction and combating of the COVID-19 epidemic, guided by the obligation to ensure the safety of students, PhD students, postgraduate students, participants of courses, trainings and other forms of education as well as employees of Lodz University of Technology University, I order the following:

§ 1

I introduce the obligation to measure the body temperature of all persons entering buildings located on the premises of Lodz University of Technology during the opening hours of the Campus, specified in the "Order Regulations of the Campus of Lodz University of Technology" introduced by Ordinance No. 39/2017 of the Rector of Lodz University of Technology of 29 September 2017.

§ 2

The building administrator is obliged to mark the entrances to the buildings at which the temperature will be measured and to mark the designated entrances with the words "Entrance with temperature measurement". The model of the marking is specified in Appendix no. 1 to the Ordinance.

§ 3

The remaining entrances to the buildings (at which temperature measurements will not be carried out) should be excluded from use, with the exception of the doors, which are emergency exits. This door must be marked "No entry. Please go to the entrance .......................... with temperature measurement". The model of the marking is specified in Appendix 2 to the Ordinance.

§ 4

The body temperature measurement point for persons entering buildings located on the premises of Lodz University of Technology should be located directly behind the entrance door to the building.

§ 5

The building administrator is obliged to:

1) mark the entrances to the buildings referred to in § 2 and § 3 in the manner specified in this Ordinance;

2) designate persons responsible for taking temperature measurements at the entrance to the building;

3) organize the temperature measurement point in a safe manner and equip persons designated to measure body temperature with appropriate protective equipment (nitrile / vinyl protective gloves, protective masks / shields);

4) ensure telephone communication of persons designated to measure body temperature with the Guard of Lodz University of Technology.

§ 6

The building administrator is obliged to refer the persons responsible for taking the measurements to the OHS Department for training on the correct taking of body temperature measurements.

§ 7

Persons designated to measure body temperature are required to constantly use the personal protective measures provided by the building administrator and follow the guidelines and rules provided during the training on the correct performance of body temperature measurements.

§ 8

The measurement should be made using a non-contact thermometer by measuring the temperature on the skin in the temporal area or on the neck at a distance of approx. 5 cm from the body.

§ 9

The temperature is measured after min. 2 minutes after a person enters the building

§ 10

In the event of a fever (temperature exceeded 37.4 ° C), a second temperature measurement should be made after min. 10 minutes after a person enters the building. If the fever is determined again, the person is obliged to leave the building immediately. A person with diagnosed fever is advised to contact a doctor.

§ 11

People who refuse to undergo a body temperature measurement are required to leave the building immediately.

§ 12

In the event of a disturbance in the measurement procedure or refusal to leave the building, in the situations referred to in § 10 and § 11, the person designated to measure body temperature shall call the Lodz University of Technology Guard and immediately notify the building administrator about this fact.

§ 13

The Ordinance enters into force on 9 October 2020, with effect from 12 October 2020.
